We searched Goodyear’s own traffic code and could not find a golf cart or NEV chapter that fills that gap.
A neighborhood electric vehicle is a different, federally standardized category: it must be emission-free, have at least four wheels, and meet the federal low-speed vehicle standard in 49 CFR 571.500, which requires headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, a parking brake, rearview mirrors, a windshield, seat belts, and a VIN. A titled, registered NEV may run up to 25 mph on any Arizona street posted 35 mph or less under A.R.S. § 28-966.
The practical upshot: lights and signals are required equipment on an NEV as a matter of federal standard and state registration, not an accessory.
